結局、新しいバージョンを待ちきれずに、Google App Engine Oil （GAEO） 0.3 をインストールしました。
下準備
あらかじめ easy_install をインストールしました。

手順
コマンドプロンプトを起動。
easy_install gaeo
とする。
自動的に現時点での最新版（0.3）がインストールされた。
何がインストールされたか覚えておくため、以下にログをメモ:
